One of the most devastating problems today is missing children
— runaway, kidnaped or for whatever reason.
What would help would be a nationwide identification program. One option would be to register each child in a computerized directory. We could tattoo permanent numbers on each child. Then any activity such as school registering or doctor visits could be cross-checked.
Runaways could be traced as well. Some system must be found.
