U.S. special trade representative Clayton Yeutter, testifying before a House Ways and Means subcommittee, strongly opposed an import surcharge bill, calling it ”the wrong remedy for the wrong disease.” The bill would impose a 25 percent import surcharge on countries that have a large trade surplus with the U.S. and those that ”unfairly” restrict U.S. exports.
