Education Secretary William Bennett Thursday proclaimed this ”The Year of Elementary Schools” and announced the creation of a 21-member panel to recommend ways to improve grade schools. The Secretary`s Study Group on Elementary Schools is a sequel to former Education Secretary Terrel Bell`s National Commission on Excellence in Education, which helped start reforms in high schools in 1983. ”Now we must begin to focus on elementary schools,”
Bennett said. He said his study group will issue a report next summer.
