Two Minnesota companies announced a preliminary agreement to build a $350 million paper mill in Duluth that would create 600 jobs. Minnesota Power, the city`s electric utility, and Pentair Inc., which already owns five paper mills, said the plant would produce 235,000 tons of magazine quality, high-gloss paper annually.
