The Tribune`s series ”The American Millstone” is highly informative and interesting. Not much attention is given, however, to the root cause of the cycle. The general fact that the ”millstones” increase and so need more money which causes taxes to be raised which in turn causes businesses to leave the city which causes more unemployment, etc. might be examined.
