The Federal Home Loan Bank has proposed new regulations that would permit federally chartered thrifts in states with regional banking agreements to open branches in other states. The proposed regulations would also allow the FHLB to offer interstate branching powers as an incentive to S&Ls that acquire failing thrifts.
