The Securities and Exchange Commission issued new disclosure guidelines to insurance companies and other financial institutions involved in guaranteeing the debts of states, cities and other local governments. Citing

”explosive growth” in the business of guaranteeing such debt, the agency said it would require institutions to disclose the amount of such guarantees and whether a reserve is set aside for potential losses.
