Associate Circuit Court Judge Edward Burr has declared unconstitutional a provision of the state Probate Act that nullifies any contract entered into by disabled people. Burr`s ruling came in a case in which a jury ruled in favor of Devon Bank in its effort to evict a Chicago woman, Carol Sapienza, 48, from her two-flat building at 3351 W. Cuyler Ave.
