How can a professor of history urge that President Reagan use ”Year 6”

to reduce or terminate American nuclear arms activities, as James Cracraft suggests in his recent Perspective article (Chicago Tribune, Jan. 1)? A historian of Prof. Cracraft`s competence ought to know that this is precisely what the Soviet aggressors are waiting for. By way of significant contrast, President Reagan`s continuing proposals are made urgently necessary because of purely defensive considerations.
