James C. Sanders, administrator of the Small Business Administration, has decided to resign in a dispute with White House officials over the administration`s proposal to abolish the agency, administration officials said. Sanders, 59, was in the process of drafting a letter of resignation, officials said. Sanders has already notified White House chief of staff Donald T. Regan of his decision to quit April 1, the officials said.
