The melancholy fact that the United States today has more than a million laws on its books, some of them silly, ludicrous and stupid, reminds me of H.L. Mencken, that late sage of Baltimore, who wrote, ”The moral muzhik never advocates laws to put down his own vices. His lust for righteousness always abates when his own ox is gored.”
