MCI Communications Corp. will cut long-distance rates up to 17 percent beginning July 1. The move follows an announcement by American Telephone & Telegraph Co. that it will cut rates up to 11.8 percent beginning June 1. Bert Roberts, president of MCI, which accounts for between 6 and 8 percent of U.S. long-distance phone business, said the changes would save customers more than $250 million a year.
