The average annual yield on four-year Treasury notes fell to its lowest level in almost nine years Tuesday as the Treasury sold $7.39 billion of the notes at an average yield of 7.26 percent, down from 7.29 percent at the previous auction March 31 and the lowest since 6.84 percent on Sept. 7, 1977. The sale was part of the Treasury`s $14 billion mini-refunding, which concludes with a $6.75 billion seven-year note offering Wednesday.
