Instead of the taxpayers having to pay for all the graffiti created by the young delinquents, make their parents responsible for their actions and fine them. If they aren`t concerned enough to know where their children are and what they are doing, they deserve the penalty. I`m sure it would bring quick results.
When these gang members reach a certain age they whould be drafted for a couple of years to learn some discipline.
