As I understand it, Commonwealth Edison`s successful argument that sold its plea for 68 percent higher summer rates said that these rates would discourage use of electricity during hot weather.

My last bill, which showed a drop in kilowatt hours, was $49.89 higher than the previous bill. It`s obvious that ComEd wins big and the consumer is locked into a losing situation.
