The average discount yield on both three-month and six-month Treasury bills at Monday`s auction was 5.6 percent, down from 5.7 and 5.73 percent, respectively, a week earlier. The size of the auction was limited to $11 billion, instead of $13 billion, because of the federal debt limit.
