A nonbinding national referendum among wheat farmers showed that 54 percent of the qualified voters favors mandatory government acreage controls to cut surpluses and boost prices, the Agriculture Department said Friday. But officials said the turnout was light and that 78 percent of those eligible to vote declined to participate.
