NL Industries Inc. restructured its board of directors to give Dallas investor Harold C. Simmons control, part of an agreement in which the chemical-energy concern scrapped an effort to thwart his takeover. Simmons and four of his designees have been named to the nine-person board of directors of NL Industries, which is based in New York.
