Sheffield Steel, an Oklahoma-based mini-mill, completed its purchase of Continental Steel Corp.`s bar mill in Joliet after reaching agreement with the plant`s 200 employees on a 42-month contract. Continental Steel is in the process of liquidating under Chapter 7 of the U.S. Bankruptcy Code.
