Commonwealth Edison Co. filed a proposal with the Illinois Commerce Commission to allow more heavy industrial users of electricity to take advantage of discounted rates. Edison estimated that because of the proposed lowered eligibility requirements, some 1,000 existing industrial customers could use the discounts.
