Rep. Timothy Wirth (D., Colo.) asked the Federal Communications Commission to determine whether de facto control of CBS Inc. has been transferred to Loews Corp., which owns 24.9 percent of CBS and whose chairman, Laurence A. Tisch, was named acting CBS chief executive last week. Such a transfer might force CBS to divest some properties, including the WBBM-AM and WBBM-FM radio stations in Chicago.
