Philippine President Corazon Aquino ended a nine-day U.S. visit Tuesday by saying her country is on the verge of an economic revolution.

”As we fight the second revolution against economic failure, we look first and foremost to ourselves,” she said at a luncheon.

Despite her country`s huge debt, she said, ”We have not come here to beg . . . (or) to borrow, except to meet the requirements of short-term budget support and debt rescheduling.”

This, she said, marks the difference between her government and that of Ferdinand Marcos:

”My predecessor had an easy way of measuring achievement on his trips here. He came with two shopping lists. One was his wife`s for . . . 5th Avenue shops and the other for guns and aid in Washington.

”Judged by the first . . . his trips were always an astounding success. However, the second list did not go so well in recent years.”
