People Express Inc. expects to report a substantial third-quarter loss, including a deficit of about $55 million from its Frontier Airlines subsidiary. The cash-strapped, low-fare airline made the disclosure in a mailing to debtholders that are being asked to accept lower interest rates as a condition of the proposed acquisition of People by Texas Air Corp. Newark-based People already has lost $132.5 million this year.
