Yields on short-term Treasury bills fell back moderately Monday at the regular weekly auction. It was the first decline in three weeks. The Treasury Department auctioned $7.81 billion of 13-week bills at an average discount rate of 5.18 percent, down from 5.30 percent last week. The government sold $7.80 billion of 26-week bills at an average discount rate of 5.21 percent, down from 5.39 percent last week.
