The U.S. Treasury sold $9.85 billion of 10-year notes Wednesday at an average annual yield of 7.25 percent. The yield was down from the 7.47 percent at the previous auction Aug. 15 and was the lowest ever for 10-year notes. Wednesday`s auction was the second of three legs of this week`s $29 billion quarterly refunding program.
