The Federal Reserve Bank of New York named John R. Opel, a former chief executive of International Business Machines Corp., as board chairman for 1987. Opel, 61, has been a New York Fed director since 1981. He succeeds John Brademas, 59, president of New York University. Brademas will continue on the nine-member board.
