You can drive down the streets and see litter in profusion–empty beer cans, bottles, soft drink containers, empty cigarette packages–strewn all over. I`m sure that village officials would inform us that it is against the town`s ordinance for a farmer to raise pigs in this community. However, how did so many people manage to disregard this ordinance?
