The Supreme Court refused to free the Chicago-based accounting firm Arthur Andersen & Co. from paying a $17 million fraud and negligence judgment that stemmed from a $300 million securities-related swindle. The court, without comment, turned down an appeal by Andersen, which was ordered to pay the money to Manufacturers Hanover Trust Co.
