Federal highway funds are withheld from Arizona because they did not adequately enforce the 55-m.p.h. speed limit. And what is adequate? No more than 50 percent of the cars on roads posted 55 can exceed the limit. In other words, if only half the people are breaking this law, that`s adequate enforcement.
This is transparently hypocritical. If those responsible in Washington seriously think the limit is reasonable, they would set a higher standard of enforcement. The fact is that every day sober people in modern cars on modern roads (especially interstates) safely travel faster than 55 m.p.h. By the standard they have set, it is obvious that even bureaucrats and politicians know this to be true.
