New orders for American-built machine tools rose 8.2 percent in January from December, said the National Machine Tool Builders` Association. But order levels were a disappointing 22.5 percent below the pace of a year earlier, said James A. Gray, president of the association, who said the figures indicate continued cuts in capital spending.
