The chairman of the House Agriculture Committee said he was skeptical that the Reagan administration would be able to limit subsidy payments to $50,000 per farmer. Rep. E. ”Kika” de la Garza (D., Tex.) said the proposal ”could cut the incomes of some legitimate family farmers” and hamper efforts to reduce crop surpluses.
