Federal Communications Commission sources said Chairman Mark S. Fowler is expected to seek a delay in the first two increments of a three-step, $1.50 monthly increase in local telephone charges. The first such increase, 60 cents, would go into effect on July 1, instead of June 1 as originally scheduled. A second, 60-cent increase, originally to take effect Sept. 1, 1988, would be delayed three months.
