Fred Fine, Chicago cultural affairs commissioner, said Wednesday he has submitted his resignation to Mayor Harold Washington. Fine`s appointment was tied up for nearly a year in a ”Council Wars” battle over his former membership in the Communist Party. Fine said he submitted the resignation on April 8, the day after Washington`s re-election, and said that ”it was agreed that we would talk after the (May 4) inaugural.” He declined to elaborate. The cultural affairs commissioner oversees the Chicago Office of Fine Arts, the Mayor`s Office of Special Events, and the Film and Entertainment Industries Office.
