The Federal Communications Commission proposed eliminating an exemption from so-called access charges for computer telecommunications services offered by such firms as U.S. Sprint and McDonnell Douglas Corp.`s TymNet. FCC officials said elimination of the exemption would boost the cost of computerized telecommunication by about $5 an hour.
