I favor Commonwealth Edison`s rate-freeze plan because it will eliminate the summer-winter differential in electric rates, and summer rates, which always skyrocketed, will be reduced by 20 percent.
Frozen rates will be beneficial to senior citizens living on a fixed income, and small users of electricity will see an increase in their rates of only 5 percent instead of the 9 percent received by other users.
