Interest rates on short-term Treasury securities fell in Monday`s auction, with rates on six-month bills declining for the fifth consecutive week. The Treasury Department sold $6.6 billion in three-month bills at an average discount rate of 5.64 percent, down from 5.70 percent last week. Another $6.6 billion was sold in six-month bills at an average discount rate of 5.93 percent, down from 5.95 percent.
