Mayor Harold Washington gave his re-election chances a great boost last December when he hired Pat Quinn as director of the Revenue Department. As a ”reform mayor,” Washington was hampered by corruption within his administration. Hiring Quinn proved that he was serious about reform.

However, it`s now obvious that the mayor was more serious about getting re-elected than actually reforming city government. Hiring Quinn was a matter of convenience for Washington–not a serious move toward reform.

There is a positive note here. Since the mayor isn`t interested in serious reform, Pat Quinn will now have the opportunity to move on to where he can do some good.
