Wisconsin Electric Power Co. asked the Public Service Commission of Wisconsin to approve a $14.3 million, or 1.4 percent, decrease in rates. The company, a unit of Wisconsin Energy Corp., said the decrease was made possible by lower-than-projected fuel costs, renegotiation of coal transportation contracts and reductions in the cost of purchased power.
