A federal bankruptcy judge denied a move to force Kaiser Steel Corp. into liquidating under Chapter 7 of the Bankruptcy Code instead of reorganizing under Chapter 11. Monty H. Rial, former chairman and chief executive of Kaiser, had asked for the liquidation.
