The Tampa Bay Buccaneers say the NFL has withheld approval of a free-agent contract signed by defensive lineman Dan Sileo and placed the former Miami (Fla.) player in a supplemental draft scheduled for Wednesday. Sileo signed with the Bucs Sunday, two days after the NCAA ruled he couldn`t play at Miami because the five-year period he had to complete his college eligibility expired after the 1986 season.

Former football player Dennis Franks, who has admitted participating in a drug network, sold cocaine to members of the Philadelphia Eagles, according to Assistant U.S. Atty. Ronald Noble. Franks said he sold cocaine in amounts of up to a half-ounce to team members. Noble declined to name the players who bought cocaine from Franks, who played for the Eagles from 1976 through 1978. Franks faces a maximum sentence of 19 years in prison and a $55,000 fine.

A bus carrying part of the Kansas football team collided with a parked TWA jet at the Montgomery, Ala., airport, but none of the players was injured. Airport manager Joe Guastella said the bus driver, whose name wasn`t released, sustained cuts on his arm and forehead. The team arrived on a chartered TWA plane and was met by three Trailways buses for the trip to Auburn, Ala., where the Jayhawks play the Tigers Saturday. ”The driver was told by our security people to follow the security vehicle off the airfield,” Guastella said. But he apparently got involved in a conversation and didn`t notice the parked airplane`s wing.

The next defense of the America`s Cup will be held in San Diego in 1991, although officials acknowledged that a legal challenge could capsize plans. The timing and format of the race might change radically if the New York Supreme Court upholds a challenge by New Zealand banker and yachtsman Michael Fay, who is demanding in a suit that the San Diego Yacht Club meet his entry in a match race next year off San Diego or forfeit the trophy. The deadline for entries is Oct. 31 and each must be accompanied by a $25,000 entry fee.
