Perkins` thoughts about the public school system should become the Declaration of Independence for teachers who are depressed and tired of the mock battles between the punch-drunk union and the ringworm administrators who both seek to perpetuate themselves at any cost.
Unfortunately, Mr. Perkins` plan will have to be forced: First, rub Manford Byrd`s nose in what he has done, and then help him memorize the article.
