The classrooms closed, teachers and students idle, a massive and bloated bureaucracy operating at full tilt in its usual circle. One need not ponder which is necessary to students and parents.

I read with much satisfaction ”Chicago`s public school system must be restructured.” Donald S. Perkins` thoughts about the public school system should become the Declaration of Independence for teachers who are depressed and tired of the mock battles between the punch-drunk union and the ringworm administrators who both seek to perpetuate themselves at any cost.

Unfortunately, Mr. Perkins` plan will have to be forced: First, rub Manford Byrd`s nose in what he has done, and then help him memorize the article.
