In view of the hubub in the Senate over the nomination of Judge Bork, the following observation made by John Adams writing from London to Thomas Jefferson Dec. 6, 1787, is of current significance.
”The nomination and appointment to all offices I would have given to the President . . . but not a vote or voice would I have given to the Senate or any senator . . . Faction and distraction are the sure and certain
consequences of giving to a Senate a vote in the distribution of offices.”
