On Nov. 20, Devonda Byers reported that the CTA is ”negotiating” with the Dial-A-Ride companies that provide services for disabled riders to get them to agree to a new system that would penalize bad service and ”add financial incentives to those whose performance is exceptional.”

Once again, the city is sending a loud message to its contractors that city cotnracts are meaningless. Why should a contractor have to be given a financial ”reward” for doing a job he already agreed to do for a set price? If a contractor does a lousy job, he still keeps his lucrative contract with the city and the one who really gets penalized is the disabled rider.

Private industry would simply refuse to pay a contractor who did not live up to his agreements. Why is the CTA ”negotiating” with contractors instead of insisting that they either provide the service promised or lose the contract?
