In his letter of Dec. 12, Robert T. Peterson asks how Mr. Gorbachev can say that the United States is forcing the Soviet Union to remain in Afghanistan.
I think the answer is that it cannot leave while the CIA is engaged in a destabilizing operation there or while we are supplying the military dictatorship in Pakistan with funds to support the Afghan rebels.
The Soviets have a long common border with Afghanistan. Consider what our reaction would be if the Soviets were supporting a guerrilla war in Mexico or Canada.
