Charges of solicitation to commit murder were dismissed Tuesday against two men, one of whom prosecutors described as a crime-syndicate foot soldier. Salvatore Mucerino, 54, of 3338 S. May St., and Frank Cardascio, 57, of 1338 S. 60th Ct., Cicero, were charged with paying a police informant $5,000 to kill Mucerino`s former son-in-law, prosecutors said. But charges were dismissed when the ”material witness” disappeared, said Terry Levin, spokesman for the Cook County state`s attorney`s office. The office had said that Mucerino was a syndicate foot soldier, but his lawyer, Louis Garippo, said, ”My client works in a junkyard, so if that`s what organized crime has come to, I`d say law enforcement is doing a good job.”
