A partnership headed by realty investor Horn Chen acquired the 7-story, 23,800-square-foot office building at 166 W. Washington St. and plans to renovate the structure by adding a new roof, lobby, and heating and cooling systems. The brokerage of Marc Realty represented the seller, Byhurst Corp., a British investment trust, and Dean Topping & Co. represented the buyer. The asking price was $1.48 million; the actual price was withheld.
