A letter writer complained that the office of the Illinois comptroller has been including in its mailings information on the Citizens Utility Board, a group that represents consumer interests in utility rate cases.

What the writer does not know is that the Illinois General Assembly last year enacted legislation mandating all state agencies to include this information whenever mass mailings of 50,000 or more are produced. Beginning Jan. 1, 1988, my office is required by law to issue this information in situations such as income tax refund mailings when they exceed 50,000. Similarly, the Illinois secretary of state must include the same information when mailing such official correspondence as driver`s license renewal forms and license plate renewal materials.
