City officials said Tuesday that they will increase the diameter of a 24- inch pipe under Ill. Hwy. 83 that neighboring Villa Park has said contributes to flooding by backing up stormwater on its side of the highway in heavy rains.

Elmhurst City Manager Thomas P. Borchert said the pipe`s diameter will be increased to 30 inches at a cost exceeding $50,000. But he added that this change will not prevent rain from flowing under the highway into Villa Park in bad storms.

The pipe size was one of two objections Villa Park has had to Elmhurst`s flood-control plans, the other being concern over the effect of proposed 9-foot-high berms along Salt Creek on downstream areas.
