While Mr. Bush is so proud of his foreign affairs background that he says Michael Dukakis fails in the leadership column because he`s had limited experience, let`s flip the coin. Mr. Bush had no qualms about being the running mate of a former governor who had no foreign affairs experience.

This being the case, it is fair to ask how often that former governor
