Yields on 4-year Treasury notes rose in Wednesday`s auction to the highest level in nearly a year. The average yield was 8.76 percent, up from 8.36 percent at the last comparable auction on June 23. It was the highest rate since 4-year notes averaged 9.24 percent last Oct. 6.
